Eco Design Directive 生态设计要求 2009/125/EC
欧盟生态设计指令2009/125/EC是框架指令,是用能产品的生态设计要求。包括两个部分,IM测试+ 生态评估。根据生态设计工作计划2016-2019的执行,欧盟可实现预计每年节约175百万吨油当量,超过意大利一年的能源消耗,相当于欧洲国家的每个家庭每年可以减少490欧元的能源支出。对于不符合规定或者伪造测试数据以及滥用CE标识的产品,欧盟会进行通告召回的处理,并且根据情况处以最高7千万欧元的罚金。以下是欧盟成员国各个投诉机构和联系方式。The Eco-design (ErP) Directive 2009/125/EC establishes a framework for setting eco-design requirements for energy-using products. It does not set binding requirements on products by itself, but through implementing measures adopted on a case by case basis for each product group. By 2020 this framework (Ecodesign 2016-2019) is estimated to deliver energy savings of around 175 Mtoe per year in primary energy, more than the annual primary energy consumption of Italy. For consumers, this translates into €490 savings per household per year on energy bills.
能效标识(框架指令) Energy labelling framework
欧盟家用产品消耗的电量占用电量的25%。2010年5月19日,欧盟通过新的能源标识框架指令2010/30/EU,用于取代92/75/EC。其产品范围要求由92/75/EC所规定的家用电器产品的能效要求扩广至ErP指令2009/125/EC所规定的所有用能产品。其短期目的是为了实现欧盟‘20-20-20’规划,即在2020年实现耗电量节约20%。该指令强制执行日期2011年6月20日,92/75/EC的废止日期为2011年7月21日。根据生态设计2016-2019规划Ecodesign Working Plan 2016-2019,通过实施生态设计和能源标签实现节约能源50%。 The Ecodesign and energy labelling framework has been one of the most effective policy instruments at EU level to promote energy efficiency, estimated to contribute around half of the energy savings target for 2020.

The ecodesign requirements for individual product groups are created under the EU's ecodesign directive in a process coordinated by the European Commission. The EU legislation on ecodesign is applicable on 31 product groups.

欧盟生态标识EC No 66/2010和能源效率标识2010/30/EU,不同在于欧盟生态标识不仅需要产品能够节能并且符合生态在设计2009/125/EC的要求,能源标签2010/30/EU的要求,而且还要考虑产品整个生命周期不会造成对自然资源,环境,人类的健康等方面的负面影响。消费者可以通过查看产品有没有标注生态标识,判定该产品的质量是否符合要求,是否节能以及该产品整个生命周期对自然环境的影响。通过合格的检测机关,符合要求的产品欧盟官方注册可以进行标注。
生态标识适用于针对电器、家具、服装、纺织、洗涤液、化妆品、油漆、纸业等各类产品。至2019年9月已有77,358类产品取得生态标识。

The EU Ecolabel scheme is part of the sustainable consumption and production policy of the Community, which aims at reducing the negative impact of consumption and production on the environment, health, climate and natural resources. EU Ecolabel criteria shall be determined on a scientific basis considering the whole life cycle of products. It helps European consumers to distinguish greener, more environmental, products of high quality.
Any operator who wishes to use the EU Ecolabel shall apply to the competent bodies referred to in Article 4 in accordance with the following rules:
(a) where a product originates in a single Member State, the application shall be presented to a competent body of that Member State;
(b) where a product originates in the same form in several Member States, the application may be presented to a competent body in one of those Member States;
(c) where a product originates outside the Community, the application shall be presented to a competent body in any of the Member States in which the product is to be or has been placed on the market.

The operator may place the EU Ecolabel on the product only after conclusion of the contract. The operator shall also place the registration number on the product bearing the EU Ecolabel.
